Dr. Balsamo will provide general insight on the
Louisiana Animal Welfare Commission-what they have
done and what they have planned. Dr. Balsamo will
give a presentation on legislation and the past
victories and failures of animal welfare laws in
the legislature.

Ryan Clinton, a Texas appellate attorney
at Hankinson LLP and a former Texas Assistant
Solicitor General. He was recently named one of
the States top 25 lawyers under the age
of 40 by Texas Lawyer magazine, and has also nine
times been named a Rising Star in
appellate law in Texas Monthly. Ryan has successfully
handled cases in the Texas Supreme Court, the
United States Court of Appeals for the Fifth Circuit,
most Texas intermediate appellate courts, and
the United States Supreme Court. In 2005, he founded
FixAustin.org
to reform Austin's municipal animal shelter, which
in 2011 became the largest open-admission shelter
in America saving 90% or more of all impounded
animals. His charitable work has been featured
in the Christian Science Monitor, the Baton Rouge
Advocate, the Austin American-Statesman, and the
San Francisco Chronicle, among others. Ryan graduated
from Duke University with cum laude honors and
from the University of Virginia School of Law
with Order of the Coif honors. Biography;
Kathy Hessler, Clinical professor of law
at Lewis & Clark Law School. Professor Hessler
is the first and only faculty member hired to
teach animal law full time in a law school. She
co-authored Animal Law in a Nutshell and has written
numerous other law review and other articles and
she is currently co-authoring new books on animal
law. She graduated with a J.D. from the Marshall-Wythe
School of Law at the College of William and Mary
and received her LL.M. from Georgetown University
Law Center. Biography;
Diane Balkin, contract attorney for the
Animal Legal Defense Fund (ALDFs) Criminal
Justice Program. She began her career as a prosecutor
in the Denver District Attorneys Office
in 1979, where she has worked for the last 32
years. When she retired from the DAs office
in 2011, she was the Chief Deputy District Attorney
(trial attorney) where she prosecuted all types
of felonies (including homicides) and supervised
a team of junior lawyers and support staff. Diane
also served as the animal crimes prosecutor
in her office where she demonstrated time and
time again her commitment to ensuring both an
effective investigation and an aggressive prosecution
of every animal cruelty case within her jurisdiction.
Prior to becoming Chief Deputy, Diane served as
the director of the Complex Prosecution Division
where she was the legal advisor to the Denver
County Statutory Grand Jury and she supervised
the investigation and prosecution of crimes committed
against the elderly. She has also served as the
director of the Juvenile Division and the Domestic
Violence Unit. Diane was appointed to the Colorado
State Board of Veterinary Medicine in June 2001
and served on the Board for 8 years. She received
her J.D. in 1977 from the University of Denver
and is a nationally ranked lecturer on animal
cruelty investigations and prosecutions with a
strong emphasis on training veterinarians. Biography;
Jaclyn Lopez, Staff Attorney, Center for
Biological Diversity (Oceans Program). Ms. Lopez
coordinates campaigns in the Southeast and Caribbean,
focusing her work on protecting imperiled species
and ecosystems;
Honorable Michele Morel, 29th Judicial
District Court Judge, Division E. Judge Morel
(Ethics);
Dr. Gary Balsamo, current Chairman of
the Louisiana Animal Welfare Commission. Dr. Balsamo
is based in New Orleans and is the State Public
Health Veterinarian and Assistant State Epidemiologist.
Marta Richards started practice in Louisiana
more than 35 years ago, spending her first fifteen
years in big firm settings as a contracts, business
and corporate lawyer representing banks. She is
now a solo practitioner in Baton Rouge and has
expanded her practice to represent individuals
in many settings, including family law, employment
law, personal injury, and in forensic psychiatric
settings. She has also become a jack-of-all-trades
animal lawyer as a result of serving as general
counsel to two animal rescue organizations in
Baton Rouge and as a member of the board of Baton
Rouge's Friends of the Animals, and she has advised
or represented other entities and persons around
the state concerning animal ownership, adoption,
foster care, and abuse, as well as in challenges
to the operation of municipal and parish animal
shelters. (Professionalism)
